In the al-Manba by Shaykh al-Buni it mentions 34 names on page 154
which is part of a Wird.

This is one of the du'as below that can be used to invoke the presence of
the Staff of Musa (AS). You can also use the invocation on pages 154 &
155 of al-Manba.

The Rod of Moses Prayer

This prayer of the "Rod of Moses" has wonderful virtues, such as
protection against danger; the development of charisma and a powerful
personality; sympathy from others, etc. It is to be recited everyday
with full conviction of its power. Results would be seen not long after.

The prayer:

"Bikhufiyyi lutfil laah, bilatiyfi shun'il laah, bijamiylisitril laah,
bidadiy'i `afwil laah, bisariy'i karuwmill laahbi-ighuwtsati judil
laah, bialfi alfi alfi laa haula wa laa quwwata illa bil laah, hajabtu
nafsiy bihijaabil laah, wa mana'tuhaa bi-aayaatil laah, wa
hash-shuntuhaa bil aayaatil bayyinaati wadh dhikril hakiym, bihaqqi
man yuhyil `idhuw-ma wa hiya rumiym, jibriyl `an yamiyniy, wa
miykaa-il `an yasaariy, wa israafil min dhulfiy, wa `azraa'il min
quddaamiy, wa sayyidinaa muhammadin ammammiy. Wa `ashuw muusaa fii
yadiy, faman ru-aaniy haa-baniy wa khuwfaniy wa athoo'a amrii wa
khootamu sulamaana `alaa lisaanii, faman takallamtu ilaihi qudloo
haajatiy, wa nuuru yuusuufa `alaa wajhii, faman ru aaniy ahabbanniy.
Wal laahu min-waruw ihim muhiyt, bal huwa qur aanum-majiyd fil
lauhim=mahfuwz. Fal laahu khayrum haafizun wa huwa arhamur raahimiyn.
Wa sallal laahu `alaa sayyidinaa muhammadin wa `alaa aalihi wa sahbihi
wa sallam."

These are secrets that the shaykhs and the elders of the path never speak about in public.

Every secret has a certain adaab(etiquette), and the adaab for all of them is privacy.

do a person need permission from the sheikh of tariqa before he or she recite this wird.?

Salaam,
This wird from Shaykh al-Buni's al-Manba can be said without idhn. However, by having a strong connection to a historical line of masters a practicioner then carries the "barakah" of the wird.
