I have just come across Hizb ul Bahr dua...when do we read it..is it in times of difficulty? Do we need Ijaza before readin it?

YES...u do need ijazah to read Hizbul Bahr.

was reading the thread and was curious as to why one would need an ijaza to recite the Hizbul bahr?
