Of course there's Naqshabandis in France. There is a little group of followers of Sheikh Rajab, the successor of Sheikh Kaftaro, rahimahullah, in Lille and a more and more great number of followers of Sheikh Nazim Al Haqqani most concentrated in Paris and around.
